PowerHouse Data Centers is preparing to build a data center in Westlake, Texas, subject to city approvals that have not yet been issued.

Preliminary state filings list an $83 million data-center building, a $45 million auxiliary water building and a $15 million access-control building. The three listed components have a combined stated value of $143 million. The filings are preliminary and may change.

Construction is expected to begin in December 2026 and finish by June 2027, but this remains a provisional schedule rather than confirmation of a construction start or operational date. PowerHouse Data Centers has indicated that planning and review are continuing, and that construction depends on required approvals and regulatory requirements.

A Tarrant County judge has lifted a temporary injunction that had prevented Westlake from approving a development agreement. However, litigation continues over whether the plaintiffs may proceed with the case, with a hearing scheduled for October 23. The challenge has been supported by a homeowners association, individual residents and the city of Keller; residents have raised concerns around noise, light pollution and power consumption.

If approvals are secured, the project could create demand for data-center construction, water and energy solutions in Tarrant County. Its eventual contribution to data-center capacity remains unclear: no facility capacity in MW or GW, technical configuration, customer information or confirmed financing has been disclosed.

Why It Matters

The proposal shows how data-center delivery can be constrained by permitting, local opposition and litigation alongside capital planning and construction readiness. The separately listed water facility also highlights water infrastructure as a material consideration, alongside residents’ concerns over power use.
